Substitute TEaching

In order to be a substitute teacher for schools within the Vermilion County Regional Office of Education, you need to either hold a valid PEL, SUB, or STS license.

Educators who have a current PEL do not need a substitute teaching license.

If you have an ELS-PARA license (not short-term approval) & a college degree, you are not required to have an additional license to substitute.

How to get your SUB license:

If you have a bachelor's degree, follow these steps to attain your substitute (SUB) license:

  • Make an ELIS account on ISBE.net

  • Submit an official copy of transcripts to the ROE

  • Apply for a SUB license in ELIS ($50)

  • Fill out the fingerprint form at the ROE ($65)

  • Make an appointment with Bushue Background Screening

  • Provide proof of physical to the ROE

  • Register license in ELIS ($50)

  • Receive your sub authorization for Vermilion County

How to get your STS license:

If you have an associate's degree or 60 completed hours of college credits, follow these steps to attain your short-term substitute(STS) license:

  • Make an ELIS account on ISBE.net

  • Submit an official copy of transcripts to the ROE

  • Apply for a STS license in ELIS ($50)

  • Fill out the fingerprint form at the ROE ($65)

  • Make an appointment with Bushue Background Screening

  • Provide proof of physical to the ROE

  • Register license in ELIS ($50)

  • Receive your sub authorization for Vermilion County

How to create an ELIS account:

  • Go to ISBE.net

  • Click on "Log Into ELIS"

  • Under "EDUCATOR ACCESS," click on "Login to your ELIS account."

  • Click on "CLICK HERE FOR FIRST TIME ACCESS TO THE ELIS SYSTEM"

YOU MAY QUALIFY FOR A REIMBURSEMENT OF YOUR SUBSTITUTE APPLICATION FEE.

To qualify:

  • Your sub issuance date must be later than July 1, 2017

  • You must work at least 10 full school days within one year of your issuance date

  • You must apply for the reimbursement within 18 months of your issuance date

  • educators will receive a $50 refund if they have worked 10 days on the SUB license & a $25 refund if they have worked 10 days on the STS license.

If you meet these requirements, please complete form 73-02. This form must be returned to ISBE by the school or district official. Forms submitted by the applicant will not be honored.
