Fill out the fingerprint form at the ROE ($65). Make an appointment with Bushue Background Screening. Provide proof of physical to the ROE. Register license in ELIS ($50). Receive your sub authorization for Vermilion County

How do I transfer an out-of-state license to an Illinois license? Now that Illinois offers full reciprocity, it's easy to transfer a valid out-of-state license to Illinois. Follow the steps below to transfer your out-of-state license to an Illinois PEL. Create an ELIS account on ISBE.net. Apply as an out-of-state applicant for a PEL ($150). Submit official copies of your transcripts to the ROE. Submit a copy of your out-of-state license to the ROE. Register the license after it is issued ($50).
